Jeff Payne, Chief Executive Officer - Jeffery Payne is CEO and founder of Coveros, where he has led the startup and growth of the company. Prior to starting Coveros, Mr. Payne was Chairman of the Board, CEO, and co-founder of Cigital, Inc. Under his direction, Cigital became the leader in Software Security and Software Quality solutions, helping clients mitigate the business risks associated with failed software. With the company profitable and bootstrapped since its inception in 1992, Mr. Payne raised $4M in expansion capital in 2002 and another $1M in 2004 to cement Cigital as the industry leader in the Software Security and Software Quality market.
Mr. Payne is a recognized software expert and speaks to companies nationwide about the business risks of software failure. For many years, he has been a keynote and featured speaker at CIO and business technology conferences. Mr. Payne frequently testifies before Congress on issues of national importance, such as intellectual property rights, cyber-terrorism and software quality. Mr. Payne is an alumnus of the MindShare program, an invitation-only program that teaches the most promising high-tech business leaders in the D.C. area how to build their companies into business success stories. Mr. Payne holds a B.S. in Computer Science from Allegheny College and an M.S. in Computer Science from The College of William and Mary. He is a former ACM National Lecturer and the co-founder of the Northern Virginia Chapter of the IEEE Computer Society. He is also a member of the Loudoun County CEO Cabinet, a set of local business leaders working to maintain and improve the quality of life within Loudoun County, VA, one of the fastest-growing counties in the nation.
Dave Burke, Chief Operating Officer - Dave brings over 20 years of leadership and full life cycle software development experience to Coveros. His experience includes work across various markets including: Telecommunications, Media, Logistics, Transportation, Financial Services, and in both Fortune 500 and start-up environments. Prior to Coveros, Dave was the Chief Operating Officer for Command Information/Digital Focus, an industry leader in next-generation internet technology. In addition to oversight for all company operations and service delivery, he has led enterprise level technology strategy engagements for global companies and established an international presence for a company. Dave held leadership roles at Verizon Communications where he was responsible for one of the largest and most complex data integration projects in US communications industry history. Additionally, he served 7 years as an officer in the United States Army. Dave earned his Masters in the Management of Information Technology from the University of Virginia and Bachelors in Economics from Providence College.
Thomas Stiehm, Chief Technology Officer - Tom is a sixteen year veteran of the Information Technology industry. He has planned, managed, designed and implemented software products and applications for Fortune 500 enterprises, small business, and technology start-ups. Tom has over twelve years of experience managing teams of developers and designers, developing Internet applications and websites. He brings expert knowledge of next-generation internet technology, software process improvement, and organization change management for technical organization. He is a skilled practitioner of modern development methods and has published several articles on service oriented architecture and agile software development. Tom is a member of the northern Virginia BEA users group and the northern Virginia java users group. Tom holds a BS degree in Computer Science from George Mason University.
